Background removal tools for ID photos

Most vendor photo requirements specify a plain background in a specific color — often light blue or grey to match the state template's photo zone. If your photo has the wrong background, here are the tools I have tested for removing and replacing it.

Automated online tools

Remove.bg is the most commonly recommended and generally produces clean results for portrait photos. It handles hair edges well and the output is a transparent-background PNG that you can place over the required background color in any image editor. The free tier processes images at lower resolution; the paid version maintains full resolution.

Adobe Express has a similar background removal tool that integrates with their background templates. For photos that need a specific solid color background, this workflow is efficient: remove background, select background color from a color picker, export as JPEG.

Manual approach for edge quality

Automated tools occasionally struggle with hair that blends into a similarly colored background, or with shirt collars against light walls. For photos where automated removal leaves artifacts around the edges, Photopea (free browser-based Photoshop alternative) lets you manually refine the selection with the Refine Edge tool. This adds ten minutes but produces cleaner results for difficult photos.

What the vendor actually needs

The goal is a photo that looks like it was taken against the required background, not one where the background removal is obviously artificial. Hard, perfectly cut edges around a human head look unnatural. A slight feathering on the hair boundary looks more realistic. Most vendors prefer a natural-looking photo to a technically perfect cutout that reads as digitally manipulated.

Test the result by setting the background to a color very different from the foreground — any remaining fringing from the original background will show up clearly. Fix those areas before switching to the target background color.
