West Virginia ID security features
Good to hear WV stepped it up. The ones I've handled had that ghost image and laser perforation you can feel with a fingernail — that tactile stuff is honestly the easiest tell. Under 365nm the UV shouldn't bleed or look fuzzy. If a spot looks too clean or the perforation's smooth to the touch, I'd be suspicious. Does the PDF417 actually passes scan on these, or do older readers choke on it?

West Virginia is one of the lower-demand states for novelty cards, which means vendor quality data is sparse. Here is what I found examining a vendor card against a genuine WV license.
Card design
West Virginia licenses use a state-specific design featuring state scenery imagery in the background — the state's Appalachian character is reflected in the landscape photography used. The color scheme uses greens and blues with gold accents. The MOUNTAIN STATE motto appears in the card design.
Security features on genuine card
The holographic overlay on genuine WV licenses uses an OVD with state-specific elements. Under UV illumination, the card shows a distinct background pattern and state outline. The personal data fields use laser engraving on current-generation cards. The magnetic stripe and PDF417 barcode are both present and encoded with full AAMVA data.
Vendor card assessment
The vendor card I obtained reproduced the visual design accurately. The background imagery was correct in color and placement. Where it fell short: the hologram used a lower-grade OVD with less complex design elements than the genuine card, and the UV background pattern was present but noticeably less dense than on the genuine card.
For the barcode test, the vendor card decoded correctly on all scanner apps I tested. Data consistency between the barcode and card face was good.
West Virginia is a reasonable choice if you need a card from that region and your vendor has recent experience with it. Before ordering, ask the vendor specifically when they last updated their WV template — less-popular states sometimes run on outdated templates that do not reflect the current card design generation.
West Virginia is a low-volume state with fewer vendor templates in active production. Before ordering, searching recent forum threads specifically for West Virginia orders from your intended vendor is worth more than relying on the vendor's general reputation. Some vendors maintain accurate high-demand state templates while running outdated versions of low-demand states like WV. A vendor with a verified current WV sample in the last three months is the practical standard to apply.
