Pennsylvania licenses use a holographic overlay that is one of the more complex I have examined in detail. Here are my inspection notes comparing a vendor card against a genuine PA license.
The PA hologram design
Pennsylvania's current hologram is a full-coverage OVD that includes the state keystone symbol, the state name in small text, and a background pattern with color shift properties. The keystone shape is the most recognizable element — it should appear distinctly when the card is held to direct light and shift in appearance as the viewing angle changes.
The genuine PA overlay has a specific color palette that transitions through blue, green, and gold tones as the card is tilted. The sequence of colors is consistent across genuine cards of the same generation and is one of the identification points that experienced PA ID checkers use.
Vendor card comparison
The vendor card I examined included the keystone element in the correct position. The color shift was present — the card did shift colors as I tilted it. The specific colors were close but not exact: the genuine card shows a more saturated gold in one axis and a cleaner blue in the other; the vendor card's gold was slightly more yellow-green and the blue was slightly less saturated.
Under magnification, the fine text within the hologram was legible on the genuine card at 10x. On the vendor card, the equivalent text was present but showed lower resolution printing — the letters were less defined at the same magnification.
Practical assessment
For a general visual check, the vendor card passes. The color shift is present and the keystone element is recognizable. For a detailed comparison against a genuine PA card, the color accuracy and text resolution differences are visible. Pennsylvania is a high-scrutiny state in its home region; ordering for use in Pennsylvania itself warrants more attention to hologram quality than ordering it for use elsewhere.
